Extra care should always be taken when preparing a surface for decoration that has an historic paint layers upon it whether you have Lead Tested it or not.    I would recommend wet sanding such surfaces rather than dry sanding them so as to avoid the risk of particle atomisation and to further minimise any risk to health.
